Evaluation of implementation of Teachers License: NTC is inviting proposals from interested firms.

National Teaching Council_ GTLE Evaluation

The National Teaching Council in a press release through a press release posted on its Facebook page has indicated that, it oppend it’s doors to accept proposals from interested firms willing to take part in the  Ghana Teacher Licencing Examination (GTLE) Evaluation study.

Background

The NTC under the leadership of Dr Matthew Opoku Prempeh, the then minister of Education introduced the Ghana Teacher Licencing policy in 2018 amidst agitation and controversy. The License, since then has become a requirement for employment into the Ghana Education service.

Pre-service teachers who completed teacher training colleges and seeking employment in Ghana Education service as teachers are expected to write Licensing Examination and successful candidates awarded the licence. In-service teachers however are expected to register on the NTC teachers portal and upload certain documents for them to be issued the License.

Mandate of NTC

The National Teaching Council (NTC) is mandated by the Education Regulatory Bodies Act 2020 (ACT 1023), to conduct license examination for teachers in Ghana.

Purpose

The purpose of the Ghana Teacher Licensing Examination (GTLE) is to identify suitable candidates (teachers) for a professional license. The professional license is the highest mark of professional accomplishment that makes the Ghanaian teacher a member of a larger network of standing educators shaping the profession and human lives.

The NTC seeks to conduct an evaluation of the current teacher licensing examination, with a specific focus on the implementation of the GTLE for the last three years (2018, 2019 and 2020).

Objective

The objective of this study is to gather evidence to inform policy reform on the conduct of the GTLE. After three years of implementing the GTLE, there is a need to evaluate it against its original purpose, identify emerging challenges, lessons learned and make recommendations for improvement.
